"In the Dream Time Thuwarthu and the other sacred story givers were men and women it was them who gave laws and customs to people about how they should govern the country and its people. When they didn't fellow the rules they themselves were punished and became animals and their spirits traveled up into the sky and some stayed behind in sacred places."
